nope, it depends on the settings you are using which will specify if you need to have it on or off.

Go to CS:GO and open console
Type in "fps_max 150" or "fps_max 175" or any fps and see if there is any improvement. DON'T USE FPS_MAX 0

Type in "fps_max 119", "fps_max 80" or "fps_max 60" and see if there is any improvement.
if that doesn't help then no it can't be helped
