I didnt enable dlights in the config but I did try to enable it in game and it didnt work so

You have intensity set as 0 and autointensity off so you'll barely see anything even if dlights is turned on.

Either set autointensity as 1 or increase intensity to where you are happy with it, the max value is 50 I think.
